Sean Finnegan was a Starfleet officer who served during the 23rd century.
Finnegan was born around 2230 and entered Starfleet Academy in 2247. While at the Academy he was well known for tormenting junior cadets, including James T. Kirk. He finally graduated from the Academy in 2251, and was assigned to a starship patrolling the Romulan Neutral Zone. (TOS episode: "Shore Leave" and novel: My Brother's Keeper: Republic).
As a commander of the Federation Security Legion, Finnegan returned to tease Kirk in 2287, during a time when Garth of Izar was on a killing spree, disguised as various unwitting accomplices. (TOS comic collection: Who Killed Captain Kirk?)
