The Second Babel Conference was a meeting held on the planet Babel between the members states of the United Federation of Planets on reference stardate 1/7701.

The conference was formed in order to deal with a number of issues, the primary one being the volatile matters that were raised by the Terra-Return League. After a lengthy series of debates, the vote to dissolve the Federation failed leaving the interstellar government intact. Immediately after the conference, the Terra-Return League disbanded and its political influence ended. (FASA RPG module: The Federation)
