Commander Seth Goddard was a 24th century Starfleet officer. In 2373, he worked at Starfleet Central. He delivered an order to Lieutenant Soleta, reassigning her to the U.S.S. Excalibur on its mission to Sector 221-G. Of the Excalibur's mission, he said this: "It's going to be one hell of an adventure. I wish I could go with you." His hair was described as "graying at the temple." (NF novel: House of Cards)
