The Settlement Council was the governing body of the Blue Rocket colony.
In 2374, when Blue Rocket was evacuated by Starfleet due to the threat of the Dominion, the Settlement Council did not dismantle the buildings of the colony, the opposite of what Charlie Reynolds wanted done. Reynolds felt that leaving the buildings intact would benefit the Dominion, while the Settlement Council was hopeful Blue Rocket's inhabitants would be able to return to their homes when when the Dominion War was over.
