The Seventh Guarantee was a part of the Constitution of the United Federation of Planets, which granted all Federation citizens the right to refuse to give self-incriminating testimony in legal proceedings. (TNG episode: "The Drumhead")

The inclusion of this guarantee was initially proposed by Barnett Shaw during the negotiations of the Constitution of the United Federation of Planets in 2161. Its value was questioned by the majority of the non-Human delegates. (ST novel: Starfleet: Year One)

Simon Tarses invoked his Seventh Guarantee rights during an investigation into suspected sabotage of the USS Enterprise-D in 2367. (TNG episode: "The Drumhead")
