Shalkara was a Dreman who served as Guardian of the government of Drema IV in the 2360s, at the time that world made formal first contact with the United Federation of Planets. On stardate 45954.4 (late 2368), Shalkara issued a formal report to the Federation Council, detailing Drema IV's recent history, and requesting Federation aid.
