Shelby was the Captain of USS Sutherland (NCC-72015) during the Dominion War.

Shelby was promoted to Captain in 2373. Elizabeth Shelby saw Captain Shelby's name on a promotion list while on the USS Excalibur and thought it was her. Elizabeth would sometimes point out she was not "that Shelby". (Star Trek: New Frontier: "Martyr", Tales from the Captain's Table short story: "Pain Management")

In 2374, Jadzia Dax called in a favor from Shelby when the Sutherland was docked at Deep Space 9. Fulfilling his part, Shelby gave Lieutenant Manuele Atoa time off to perform at Dax's pre-wedding party. (DS9 episode: "You Are Cordially Invited...")

In the alternate future seen in "All Good Things...", the USS Yorktown was commanded by a captain named Shelby, which may have been this one. In 2395, the Yorktown was patrolling the Federation-Romulan border and conducted long-range scans of the Devron system.

Many fans (and Ronald D. Moore himself) thought this was a reference to Elizabeth Shelby, although Dax definitely says Captain Shelby is male by saying, "Actually, he owes me several [favors]".
