Singh was a Human male of the mid-24th century. He was a Starfleet officer who served as an assistant chief engineer on board the USS Enterprise-D and held the rank of Lieutenant junior grade.

He worked on a transporter system to save Lieutenant commander Data and Lieutenant Geordi La Forge when they disappeared on a derelict space station in 2364. (TNG novel: The Peacekeepers)

When the Enterprise explored the Beta Renner system in that same year, Singh reported failures in the ship's warp drive. He joined a conference on the problem, but had no idea why the systems on the vessel were failing. He investigated with Wesley Crusher. When the boy had possibly found the fault, Singh relieved him and sent him away to do schoolwork. Singh was later killed by an intelligent energy cloud. (TNG episode: "Lonely Among Us")
