Starbase 15 is one of the original seventeen Federation starbases provided for in the original Articles of Federation, and as such was likely constructed in the mid or late 22nd century. (TOS reference: Star Fleet Technical Manual)
In 2266, Starbase 15 was the closest base to the USS Enterprise when she encountered the telepathic group hive mind labeled "The Winged Dreamers". (TOS short story: "The Winged Dreamers")
