Starbase 49 was a Starfleet facility in operation in the late 23rd century, proximate to the Federation's border with the Klingon Empire. In the 2270s and 2280s, Starbase 49 was the base of operations for relief efforts to the planet Mestiko. (TOS - Mere Anarchy eBook: The Darkness Drops Again)

In 2287, Starbase 49 was the site of an early Federation-Klingon peace summit. However, this summit was disrupted by a series of bombings and other terroristic acts. (TOS novel: In the Name of Honor)
