After a Klingon fleet invaded Rigel system on stardate 1/9301.04, they continued action against Orion worlds that culminated in the Year of Horror, exterminating citizens and leaders and destroying infrastructure. On stardate 1/9804.16, the Orion Space Navy reported the departure of the Klingons from Rigel, and the Orions welcomed 396 Starfleet starships in their space. The Starfleet presence remained in observance of the Orion Neutrality Act until Admiral Brazeau arrived commanding the 8th Fleet, sealing off the system and seizing the spaceports and communication centers. The RPG The Dominion War Sourcebook: The Fires of Armageddon, published by Last Unicorn Games after they had lost their Star Trek licence, states that the Eighth was commanded by Admiral Orben Sel from the USS Nevsky during the Dominion War.
