It is from the Starfleet Charter that Section 31 took its name; specifically from Article 14, Section 31 of the Earth Starfleet charter, which according to Agent Harris established an "autonomous investigative agency that holds nonspecific discretionary power over certain security-related matters." A version of the USS Enterprise-A's dedication plaque had an attribution to this document, specifying that the ship's motto, "… to boldly go where no man has gone before", was excerpted from the Starfleet Charter. (ST reference: Mr. Scott's Guide to the Enterprise)
