Starfleet Cultural Affairs is a division of Starfleet. Admiral Upton worked in Cultural Affairs in 2379 when he ordered Captain Jean-Luc Picard and the USS Enterprise-E to deal with a developing civil war on Delta Sigma IV. (TNG novels: A Time to Love, A Time to Hate)

Cultural Affairs was sometimes considered not to be of much importance (at least by then presidential candidate Nanietta Bacco. (TNG novel: A Time for War, A Time for Peace)
