The Starfleet Silver Palm was a medal for valor presented to deserving Starfleet personnel. The medal was awarded "with cluster" on some occasions.

Captain James T. Kirk had been awarded the Starfleet Silver Palm prior to his first meeting with Commodore Matthew Decker in 2266. (TOS episode: "Court Martial", TOS - The Brave and the Bold, Book One novella: The First Artifact)

Presumably, this is the same award as the "Starfleet Silver Palm with Cluster" which Kirk was awarded sometime before his court martial in 2267.

Glen Barton was a recipient of the Silver Palm with Cluster. (ST comic: "Who's Who in Star Trek, Issue 2")

The Silver Palm was awarded to the Vulcan Lieutenant Sarda, Judd Sandage, Brian Silayna and Terry Broxon for their roles in defeating Vice Admiral Vaughan Rittenhouse's attempted coup. Dr. Merete AndrusTaurus was recommended for a Silver Palm for her role in the same incident, but declined the honor for personal reasons. (TOS novel: Dreadnought!)

Michael Thomas "Iron Mike" Paris received the Silver Palm with Cluster at some point during his career. (TLE novel: Serpents Among the Ruins)
