The Starfleet War Memorial was built in San Francisco after the Xindi attack of Earth in 2153. The memorial was originally intended to commemorate the lives lost in the Xindi attack, but after the commencement of the war with the Romulan Star Empire, its purpose was expanded to include all of those lost in the Romulan War and beyond.
