Grand admiral Stephen Turner was a human Starfleet officer living in the 23rd century.

In 2285 he ordered Captain Styles to assume command of the prototype USS Excelsior and bring Admiral Kirk back to Earth. (TOS - The Mirror Universe Saga comic: "... Promises to Keep")

When Kirk later contacted him to inform him of the planned invasion of the Federation by the Terran Empire from the mirror universe he ordered Kirk to report back to Starfleet, which Kirk refused. (TOS - The Mirror Universe Saga comic: "The Tantalus Trap!")

When reporter Lyndra Dean from the Proxima News Service published a story on Kirk's defense of the Federation against the Empire he had her brought to his office to find out where her information came from. However, she refused. (TOS - The Mirror Universe Saga comic: "Homecoming...")
