The Suliban Cabal was an interstellar terrorist organization in the 2150s. The Cabal was composed of rogue Suliban who had undergone genetic enhancement; the Cabal was controlled by a mysterious benefactor from the 29th century who gave advanced technology to the Cabal in exchange for his use of the Cabal to manipulate events in the 2150s.
