Ensign Sutter was a Starfleet officer. Sutter was stationed on the USS Enterprise-D when that ship attended a Klingon conference with the United Federation of Planets on Deep Space 9. Sutter argued with Reginald Barclay and Dern as to the location of the best food in the galaxy. Sutter believed the best dining to be at a cafe on Rigel. (ST novel: Klingon)
