From IDW editor Andrew Harris on the Trek BBS...

"This very subject of Arex's low-level telepathy came up in conversation with Dorothy when we were first preparing this book, and she said that yes, Arex was always intended to have the ability, they just never got to any stories on the Animated show where it came into play. Which, I would guess, is probably one of the reasons why she wanted to get it into the story this time around."
