Anyone suspect he might've been one of the crew who was recovered from the clutches of the Borg? The novel "A Time to Hate" has an engineer named Vincent Porter appear during the relief and peacekeeping efforts to Delta Sigma IV. He apparently is not among the few casualties sustained during that mission, so it would be reasonable to assume the two to be one and the same. I therefore vote to move the article to Vincent Porter. EDIT: On second thought, the novel also describes Vincent Porter as dark-skinned.
