I think Starship Spotter and Legacy have dates of introduction (which may not be the same). I don't have either at hand at the moment, but I don't think I recall a date for any of the First Contact ships prior to the 2350s.--Emperorkalan 18:55, 4 March 2008 (UTC)

Starship Spotter certainly doesn’t, it has not a section on the Norway class (so unless it gets mentioned in the blurb for another class it's not covered). The Star Trek Fact Files have a file on it though which makes it clear the class was developed followed Wolf 359 alongside the Defiant, Akira and Saber classes, so nope certainly not a late-23rd century class. --8of5 03:08, 5 March 2008 (UTC)
