Its established in The Sorrows of Empire that the Klingon empire is ruled by a regent in the mirror universe rather than chancelor. And its said in The Mirror-Scaled Serpent that the Klingons practicly rule over the Cardassians and therefore by extension the Alliance. EarthVsRomulus
