Tavor Kell was a male Cardassian who lived prior to the 2370s. Kell was an architect and his designs of buildings made him known throughout the Alpha Quadrant as a genius.

Kell was assisted in his designing by the psionic entity known as Onaya, who he met while in exile. She helped him get over his shyness and self-censoring and helped him design the buildings that would make him famous. It is believed that Kell died due to Onaya's tapping of his neural energy. Onaya herself believed she had helped him accomplish more before he died than most people could in a dozen lifetimes. (DS9 episode: "The Muse")
