Telal was a male Romulan who lived in the 24th century. Following his escape from the Letau prison facility, Telal became one of Iliana Ghemor's lieutenants, although he believed his leader was Kira Nerys.

Telal worked as an assassin and became wanted by his own people, the Breen, the Cardassians, the Federation, the Klingons and the Talarians. Telal was captured by the Cardassians and imprisoned on Letau. In 2375, the Letau facility was damaged after a Romulan starship was forced down by the Jem'Hadar, allowing Telal and other prisoners to escape their cells. After the Jem'Hadar entered the facility, Telal fired a weapon at a rifle in which Ghemor had exposed its isotolinium ampoule. The resulting explosion killed the Jem'Hadar soldiers. Telal later worked with Mazagalanthi in analysing a Dominion transporter which the group used to transport to Harkoum.

In 2377, Telal, Mazagalanthi, Shing-kur and Fellen Ni-Yaleii were captured by the crew of the USS Defiant on Harkoum and brought to Deep Space 9 for interrogation. After Cenn Desca revealed to Telal and the others that "Kira" was actually Ghemor, Telal wished to make a deal, having had enough of Ghemor's actions. Telal never got the opportunity to do so, as Shing-kur activated an implant in his brain that released a neurotoxin that killed him in seconds. (DS9 novel: Fearful Symmetry)
