Mister th'Vraas was a Starfleet officer, an Andorian thaan who served in the 24th century.

As of 2375, he held the rank of lieutenant, and was security chief of Starbase 19. Presumably, he was killed when the starbase was attacked and destroyed by Dominion forces early in that year. (TNG novel: The Battle of Betazed)
