Doctor Thelanius Richter was a Federation scientist who discussed history and the Prime Directive. He told his students "Orion history is a prime example of why we need a Prime Directive to protect everybody." (FASA RPG module: The Orions: Book of Common Knowledge)

Thelanius Richter may have been intended to be the originator of the Richter Scale of Culture, which has been attributed to Alonzo Richter. As such, the two may be the same person, or related in some way.
