In the Mirror Universe, the Tholian Emperor was one of several individuals within the Klingon-Cardassian Alliance that attempted to take the position of Overseer. (DS9 novel: Dark Passions)

It's not known whether the position has a counterpart within the Tholian Assembly of the standard universe.
