Thomas Blair was a male Human Starfleet officer in the 23rd century. By 2268 he was fifty years old and his fifty first birthday was later that year. (VAN novel: What Judgments Come)
By 2267, Blair had risen to the rank of captain, and assigned as commanding officer of the USS Defiant. That year, the IKS Kretoq, under Romulan control, played a game of cat and mouse with the Defiant by releasing probes while cloaked. Blair's reaction to the seemingly random appearance of the probes was to immediately think of the Romulans or Klingons as the perpetrators. After the incident, he filed a report on the incident that was reviewed by admirals at Starfleet Command. (ST novella: The First Peer)
