Thomas Salisbury

Thomas Salisbury was an Englishman who served in the JAG division at Starbase 32. In 2355, Captain Salisbury and Commander Phillipa Louvois acted as trial council in the court martial of Captain Jean-Luc Picard regarding the loss of the Stargazer. He argued that Picard had displayed a pattern of recklessness and complacency, leading to the destruction of the ship. The court cleared Picard of all charges.

By the 2350s, Salisbury had white hair and a slim build. His manner was genteel, so he allowed Commander Louvois to lead the questioning when an aggressive line of questioning was called for. After Louvois was removed from the case, he presented the closing arguments alone. (TNG novel: The Buried Age)
