Tichar was a male Klingon who lived in the latter part of the 24th century where he was a member of the Klingon Defense Force.

In 2371, he took part in a conspiracy made between several influential Klingons such as Goradh in an attempt to topple Chancellor Gowron. His plans were discovered by the clone of Kahless the Unforgettable and he was killed by the ceremonial Emperor. (TNG novel: Kahless (novel))
