Tierra was a female Deltan Ambassador who served as a negotiator for Delta IV in talks with the Carreon in 2379 and 2380. She eventually asked for the assistance of Federation President Nanietta Bacco when efforts to obtain a Carreon water reclamation system yielded no results after almost six months.

Tierra would appear to be an ambassador for the Deltan government, independent of the Federation Diplomatic Corps, though this is not certain.
