Commander Tillum Drafar was a Starfleet officer in the late 24th century. In 2381, he commanded the USS Achilles, a starship assigned to Project Full Circle, a fleet tasked with exploration of the Delta Quadrant. (VOY novel: Full Circle)
After B'Elanna Torres took over as fleet chief engineer, Drafar expressed doubts about her ability to serve in this capacity while raising a young child. At first, this sexism offended B'Elanna, but once she learned the cultural & biological origins of his prejudice as a Lendrin, she made efforts to demonstrate her competence at both jobs. Eventually, Drafar came to enjoy the company of Miral Paris as she accompanied her mother to work on occasion. (VOY novel: Children of the Storm)
