Tomas Roeder was a male Human who lived in the 24th century. Roeder was once member of Starfleet and later transferred to Starfleet Intelligence. When the Dominion War began, Roeder led the anti-war movement on Earth.

In 2374, Roeder discovered that Section 31 had infected the Founders of the Dominion with a lethal virus. Shocked and disgusted, Roeder attempted to pass the information to the Dominion. The unbalanced Roeder was later killed by Elim Garak after Roeder attempted to kill Benjamin Sisko. Soon after, Luther Sloan intercepted the information before it was passed to the Dominion.
