Toral Merrok was a male Romulan who lived in the 24th century. The son of Proconsul Merrok, Toral was a member of the Tal Shiar and held the rank of Colonel.

Colonel Merrok was with his father when he welcomed Elim Garak and Krim Lokar to his home. Colonel Merrok held the Cardassians in contempt, commenting that his father's interest in plants seemed "to attract other lower life-forms as well". Garak laughed at this and was disappointed that Colonel Merrok would not die along with his father the next day when Proconsul Merrok was to be poisoned with Edosian orchids and the White Star of Night.
