Tova Syed was a female Bajoran in the 24th century. As a young girl, she lived in a Bajoran refugee camp on Valo II, and there first met Orta, an orphan who had recently escaped Cardassian-occupied Bajor. The two became close friends, and fought along side each other when they both joined the resistance movement. As Orta's status grew and he became a resistance leader, Tova served as his right-hand lieutenant. When Orta was captured by the Obsidian Order and tortured, Tova led the rescue party that recovered him.

With the end of the Cardassian Occupation in 2368, Tova's views moderated, and she pressed Orta to give up their old life and return to Bajor in peace. She succeeded in convincing him in 2370, when they were recruited to help farm Bajor's second moon. However, when Tova continued to argue for peaceful co-existence even after Orta discovered a powerful weapon known as a Malkus Artifact, he killed her for her perceived disloyalty.
