The Tox Uthat was a palm-sized crystalline device that could stop all nuclear fusion within a star. It was also called a quantum phase inhibitor. (ST website : StarTrek.com)
The Uthat was invented by Kal Dano in the year 2658. Dano and his assistant Triphox on Lirss Prime had intended the Tox Uthat to rekindle a star in the Alpha Quadrant. - In Star Trek Online, Dano says he invented the device just to see if he could, which contradicts the specific purpose given in the tie-in short story.
The device was sent back in time to prevent it falling into incorrect hands. Stories said that Jean-Luc Picard had discovered it on Risa so two Vorgons traveled to the 24th century during a visit by Picard to Risa. Picard and Vash (who herself had tracked the device as an assistant to Doctor Samuel Estragon) found the device which the Starfleet captain seemingly destroyed. However, the device wasn't destroyed - the Transporter Code 14 used was a diversion by Picard. The Tox Uthat was actually brought to Starfleet Headquarters for protection where it eventually was placed in The Vault. However, the Vorgon were tipped off on this by the Envoy. They attempted to steal it under the cover of the Raid on San Francisco, but were stopped by a team including a Temporal Agent and Agent Daniels, who retook possession of the device. Enterprise destroys Command Sphere.
The device was handed-off to temporal agent Pavel Chekov, who oversaw its installation aboard the USS Enterprise-J in the 26th century. The Enterprise and allied vessels joined the Battle of Procyon V against the Sphere Builders and their Temporal Liberation Front supporters. The fleets converged on the Enterprise until Chekov had the Tox Uthat ready. Linked to the Enterprise's systems, a powerful beam was fired from the deflector dish and hit the Command Sphere, causing it to crumble and collapse in on itself and taking the Temporal Liberation Front's ships and the Sphere Builders with it.
