The Tox Uthat was a palm-sized crystalline device that could stop all nuclear fission within a star. It was also called a quantum phase inverter. (ST website : Startrek.com)

It was invented by Kal Dano in the year 2658, but was sent back in time to prevent it falling into incorrect hands. Stories said that Jean-Luc Picard had discovered it on Risa so two Vorgons traveled to the 24th century during a visit by Picard to Risa. Picard and Vash (who herself had tracked the device as an assistant to Doctor Samuel Estragon) found the device which the Starfleet captain subsequently destroyed. However, the device wasn't destroyed - the Transporter Code 14 used to destroy it was a diversion by Picard and the Tox Uthot was actually brought to Starfleet Headquarters for protection. However, the Vorgon were tipped off on this by the Envoy. They attempted to steal it under the cover of the Raid on San Francisco, but were stopped by a Temporal Agent and Agent Daniels, who retook possession of the device.
