The USS New America (NCC-2706) was a Federation Loknar-class (mark I subclass) class VII frigate starship in the 23rd century, entering Starfleet service on reference stardate 1/9205. Named after the continent New America on Centaurus IV, the New America was refit to the specification of a mark II subclass class VIII vessel on stardate 2/0012. New America was again refit to the specification of a mark IV subclass class IX Loknar vessel on stardate 2/1410. (FASA RPG module: Federation Ship Recognition Manual)

Since this is a class of ships named for Federation settlements, the creator's intention seems to be that "New America" is a location in the Federation that the vessel is named for.
