The Universal element compensator was a device made by Vulcan scientists and metaphysicists to study the behavior of matter on the atomic level. It was in use since at least the Earth year 1987. During Spock's memory test in 2287, he was quizzed on the nomenclature of such a tool and its use. (TOS movie: Star Trek IV: The Voyage Home)
