Uttan Narsu was an Earth Starfleet and later Federation Starfleet officer during the mid-22nd century.

In 2156, Narsu served as the captain of the USS Archon when it participated in a war game with one of Enterprise's shuttlepods. He then had dinner with his fellow participants, Captains Archer, Hernandez, Shumar, and Ramirez. (ENT novel: Beneath the Raptor's Wing)

By 2167, Narsu had reached the rank of Admiral in the Federation Starfleet. In that year, Shumar reported to him at Starbase 12 before Shumar's ship, USS Essex, was destroyed over an class M moon. (TNG episode: "Power Play")
