Vela was a Romulan female, the daughter of Admiral Valdore and Darule, and the sister of Vool.

In 2156, Vela, her brother, and her mother were kidnapped by D'deridex to ensure that her father followed the Praetor's directives. The group was later freed by Praetor Karzan. (ENT novel: Beneath the Raptor's Wing)
