Venlinahr was a ritual known to the Vulcan race and was the normal state of adult discipline. (TOS novel: Battlestations!)

As Kolinahr was the removal of emotions and was introduced by Sanshiin according to LUG, than presumably Venlinahr was introduced by Surak himself though this is speculation.
