Vernon Owens was a musician in the Bashir 62 holosuite program. Owens, known by the nickname "Cool Papa", was the bass player in Vic Fontaine's band at the Shining Oasis Hotel and Casino.

In 2386, Nog and John Candlewood met with Owens to see if he knew where Bugsy Calderone's men had taken Vic. Owens was able to point them in the direction of Calderone's Silver Lode Hotel and Casino. Within the holosuite program, Owens had played in speakeasies in Chicago in the 1920s. (DS9 novel: The Long Mirage)
