Vrax was a Senator, and later, the Praetor of the Romulan Star Empire, whose political career spanned a century.

In 2154, as a Senator, Vrax supported Admiral Valdore's plan to use a drone ship to worsen relations between the Andorians and Tellarites. When the drone ship was damaged, Vrax feared that the drone ship would be captured and the propulsion system traced back to the Romulans, but Valdore assured him that, that wouldn't be a problem. Later, Vrax would be present to witness the destruction of the Enterprise, but was sorely disappointed when the drone ship failed and barely escaped. Then, the Andorians and Tellarites joined together against the drone ship and destroyed it, leading to failure for both Vrax and Valdore. (ENT episodes: "United", "The Aenar")

This failure would lead to both Vrax and Valdore being thrown in jail until the Praetor decided that he needed Valdore to fight the Coalition of Planets, and Valdore requested that Vrax be freed, as well. (ENT novel: The Good That Men Do)

Several decades prior to 2265, Vrax assumed the office of Praetor. He would continue holding this post until at least 2267, when he authorized a mission into Federation space and presided over the Senate when it debated what to do about the Federation, eventually leading to the Klingon-Romulan Alliance. (VAN novel: Summon the Thunder, TOS episode: "Balance of Terror", ST novella: The First Peer)

Vrax being Praetor in 2267 seems to contradict the Praetor being assassinated by his wife, and subsequently succeeded as Praetor by his stepson, as described in The Hollow Crown, set in 2266. However, Vrax being Praetor in 2265 may indicate that he is, in fact, the same Praetor who was assassinated by his son, who subsequently took the praetorship, as described in Alien Spotlight: Romulans, set in 2266.

By 2268, Vrax was either no longer Praetor or was considering stepping down, as rumours swirled as far as Nimbus III of a new praetor rising to power on Romulus in the next year. (VAN novel: Storming Heaven)
