W. Stout was a male Starfleet officer in the 24th century. As of 2336, he held the rank of Admiral, and was stationed at Starfleet Command.

In that year, Captain Rachel Garrett filed a protest with Stout over Starfleet Intelligence violation of regulations in trying to take her first officer, Commander Samir al-Halak, into custody. However, this protest was never sent, as the two individuals posing as SI officers had intercepted her communication, and also falsified a response back to Garrett from Stout.
