Zaldan
Memory Beta, the wiki for licensed Star Trek content.
The Zaldans are an agressive humanoid species from the planet Zalda (also known as Dolium V). They are characterized by their webbed fingers, and their belief in total honesty, to the point that chivalry is considered insulting. (TNG episode: "Coming of Age"). The Zaldans believe themselves the only sane culture in a galaxy of liars, yet they were happy to join the United Federation of Planets. No-one particular likes them, but they play an important role in facilitating Federation trade with the Klingon Empire. (ST novel: A Singular Destiny). Zaldans consider even the slightest falsehood unacceptable. Perhaps because of their deeply mandated opposition to deception, there is almost no crime in Zaldan society.
In the 2370s-2380s, the Zaldans are represented on the Federation Council by Molmaan. (ST novel: Articles of the Federation) (ST novel: A Singular Destiny)
