Zil was a member of the Orion Syndicate who operated on the planet Finneas XII.
Zil was brought down by Malic after Malic exposed the fact that Zil had been providing the Syndicate with a much lower fare that did not match what he was earning. (DS9 - Gateways novel: Demons of Air and Darkness)
